The debt incurred by the Irish people through the nationalisation of Anglo Irish Bank debt was certainly questionable and there is a strong case to be made for the cancellation of this debt, especially as the State was essentially defrauded by Anglo Irish Bank. The bank guarantee was illegitimate, undemocratic and probably the worst political decision made in the history of the State. Why should the people of Ireland foot the bill for generations to come for debts which they had nothing to do with, debts incurred through the criminal or negligent activity of bankers, regulators and politicians? To date, the State has been reluctant to hold bankers to account for wrecking our economy despite the negative impact on every life on this island while on the other hand, the people and those not born have been and will be penalised for offences they did not commit. Added to the moral argument of who should justifiably be held responsible for banking debt is the economic argument. Economic analysts, such as Micheal Taft, have highlighted the fact that the banking debt is a drain on our economy and counterproductive to economic recovery. Taft shows that Ireland is dangerously indebted with Government figures putting our debt at 124% as a percentage of GDP for this year, the highest it has been to date. The Government's mantra is not to worry, all of this is sustainable and economic growth will reduce our deficit, as will austerity. Sadly, the truth of the matter is that there will be little or no economic growth in this country while the Government's policies are actively undermining same. The latest figure was 0.4% for the second quarter of 2013 and yet the Government's projections of reducing debt depend on economic growth of 1.8% next year, which was itself revised downwards from 2.4%. Added to this is the fact Government debt is actually higher than the already alarming rate of 124%. When measured as a percentage of GNP, as recommended by the ESRI, our debt is more than 150% this year, which highlights the fact this debt is not serviceable However, if the Government is to be believed, the debt is perfectly serviceable. On whose backs can this be done? How much more is this Government prepared to sacrifice to pay off faceless institutional investors? How much more pain is it prepared to inflict on the people of Ireland? Will all of our public assets be sold off over the coming years? Will all services be privatised? Will the welfare state be further dismantled? Will young people continue to be evicted from this country? The level of influence the people of this country have in how it is run is continuing to dissipate. Austerity was not of their choosing. It was certainly not of their choosing that the weakest and most vulnerable should suffer most. Last weekend, I visited the Corrib site for the first time. I met a powerful group of people who dared to stand up to Shell and to the State in defence of their community and of the environment. They were battered for their efforts. It is a shocking story. I do not believe the community will get over it in the next 50 years. This State should be ashamed of what has happened in the Corrib case in the name of big business. It is disgraceful. I also salute the people of Ballyhea, who are refusing to accept the unfair burden that has been imposed on the Irish people. They have worn out their shoe leather, Sunday after Sunday, to show that this is not good enough, that it is not fair and that the Irish people deserve better. The onerous debt needs to be written off on moral or economic grounds as a matter of urgency. I support the motion before the House.

  Today in the Dáil Chamber, I spoke about the unfair treatment of Irish Fishermen, the need for a more fair distribution of fish quotas in Irish waters and the importance of building a sustainable Fishing Industry, which will in turn, serve the communities that depend on it. Here's my contribution in the Dáil today - “An interesting issue today is that of the fishing industry. We have had problems in Kilmore Quay in the last week or so due to the low quotas imposed on the local fishermen. At the moment, the French are allowed to catch six times more whitefish in Irish waters than the Irish. There is no fairness involved here. The notion that all our waters are European waters is a bit hard to take. I am sure the Polish coalfields or the vineyards of Italy are not much good to us. I do not know why other countries are entitled to catch more of our fish than we are. That is a massive problem. I realise that the market has to deal with the fact that overfishing is unhealthy, but we must work towards greater fairness for the Irish. The lack of control over our own Seas around Ireland, is symbolic of our lack of sovereignty now in all areas. We have signed over control to the European Commission, an unelected body whose President said- “The Member States have accepted, and I hope they understand it exactly, but they have accepted very important powers of the European institutions regarding surveillance and a much stricter control of the public finances” Fishing is one of our oldest indigenous industries and provides vital employment for many small coastal communities like Kilmore Quay in Wexford. The real issue for a fishing industry that accepts the reality of overfishing and the importance of working towards healthy recovery of stocks, Is just how quotas are divvied up.  According to the Sustainability Impact Assessment 2013, The 2012 total allowable catches, in waters around Ireland, were just over 1 million tonnes, of this, Ireland got 18% of the value.  In 2009 Angela Merkel stated that Ireland had benefited to the tune of €56 billion in EU funds since 1973, whereas The International Council for the Exploration of the Seas figures for the period between 1975 and 2010 calculate the commercial value of Irish Fisheries at €201 billion with Ireland taking in a mere 11.8 per cent of that during the period. It is true that when Ireland joined the EU our fishing industry was not very advanced, and in the short term we did not have the same reasons as Iceland and Norway for staying out – Iceland now lands four times more fish than Ireland, Norway eight times more, despite us having more fishing waters. But since we joined and accepted the Common Fisheries Policy, we have effectively been stalled from expanding what could potentially be one of our largest indigenous industries in our own territorial waters. While it is clear that minister Coveney is trying to secure a larger stake for Irish fishermen within the quota system, it is interesting to note that the above figures effectively show Ireland subsidising the EU with €140 billion over the last 35 years, We do not have a fair deal on fishing quotas, and it has to be a priority of Government to change that. I know it will not be easy, but it is imperative that Minister Coveney succeeds in levelling the playing field for Irish Fishermen at the next round of negotiations.   The proposed construction of massive overhead pylons, measuring close to 45 metres in height, by the state owned company, Eirgrid, through kilometre wide corridors, through many parts of Ireland, including Wexford, is something that should not be acceptable to the people, or anyone else for that matter. In terms of the negative effects of the pylons, there are many- decreases in property / land valuations, a negative impact on tourism, scenic views and dangerous implications for the environment. However, of all the negative externalities that these pylons may be responsible for, by far the most disturbing are the potential negative effects on health. A study from the University of Bristol has shown that magnetic fields, which comes with high powered lines, enhance cancer causing agents, while further studies from the UK have shown that children living within 200 metres of pylons, have a 69% chance of developing leukaemia while those within 600 metres had a 20%. Other health hazards that have been attributed to those living near pylons include breast cancer, brain cancer and miscarriages. It is clear that the way forward for this project should be through the use of underground cables. Underground cables have become the norm in most European countries and if our Government cares to prioritise the health of its people and environment over the financial preferences of Eirgrid, it will put a stop to this plan and force the cables underground, and well away from all habitable places. Has the Government commissioned an investigation into this alternative proposal? Has the Government carried out any serious research into the possible negative impact on the health of the people concerned? Has there been an Environmental impact study carried out? Is it possible to see what correspondence has transpired between the Government, Eirgrid and the Local Authorities? One could be forgiven for suspecting that this country is being run in the best interests of the Financial Markets and Big Business, rather than those of the people. It is times the people had a say in decisions that affect their lives. The people must say no to this project, in its present form.   Mick Wallace.
