For ORAL answer on Thursday 7^th, November, 2013 REPLY The objective of Government is to ensure a system of public transport throughout the country that is as efficient and as widespread as possible.  In relation to the award of Public Service Obligation (PSO) contracts for the bus market, this falls under the remit of the National Transport Authority (NTA).  The NTA is currently considering how best publicly subvented bus services will be provided in the future.  The direct award contracts for the provision of PSO bus market services held by Dublin Bus and Bus Éireann expire late next year.  The awarding of the licenses for the services thereafter is a matter for the NTA, and not for Government, but I have kept the Cabinet updated on the process. Where the NTA proposes to enter into a further direct award contract or contracts for bus services it is obliged to carry out a statutory consultation under section 52 of the Dublin Transport Authority Act 2008.  Under the legislation, if the NTA proposes to enter into direct award contracts, the relevant section states that  “it may only do so where it is satisfied that the continued adequacy of the public bus passenger services to which the contracts relate can only be guaranteed in the general economic interest by entering into such direct award contracts".  If it is not so satisfied, it must provide for some level of competitive tendering.  As explained above, this is not a decision for the Government or for me. The NTA conducted its work in accordance with the Dublin Transport Authority Act 2008 and statutory consultations in relation to the matter commenced on the 11^th September and concluded on the 11^th October.  The NTA expects to announce its decision on how it intends to proceed before the end of the year. It should be noted that it will be open to Dublin Bus and Bus Éireann to tender for any routes or bundles of routes that are tendered.  The contract will go to the best competent tenderer who can provide the best service for the least subsidy.  I would be disappointed if the outcome of tendering is anything other than an improvement in services or no reduction in service at the very least. The NTA noted in its consultation document "Proposal to Directly Award a Public Bus Services Contract to Dublin Bus in 2014" that "tendering in the order of 10% of the services would ... leave 90% of services with Dublin Bus, a manageable downsizing to be planned for and achieved by that company."

Following the establishment of the National Transport Authority (NTA) in December 2009, the implementation and development of infrastructure projects in the Greater Dublin Area (GDA), such as the replacement and refurbishemnt of PSO buses, comes under the remit of the NTA. I am not aware that there is any problem regarding the capacity of Dublin Bus to cope with passenger demand nor have the NTA advised me of any issue in this regard.

To ask the Minister for Transport, Tourism and Sport if he is concerned that there are a number of serious inaccuracies (details below) in the Route Selection Report for the proposed Oilgate to Rosslare Harbour road upgrade project; the action he proposes to correct these inaccuracies in a report which fails to justify the proposed project, which has so far cost the Irish taxpayer in excess of 2 million; and if he will make a statement on the matter. - Mick Wallace. For PRIORITY answer on Thursday, 12th January, 2012.   Details: The project will benefit traffic congestion in the UK Midlands. The existing road is unsafe and in support of this claim, the report quotes road safety statistics which include locations outside the study area. The development is required due to increased traffic volumes, a claim which is completely refuted in other sections of the very same report. The traffic projections in the report are based on a desktop study done in 2007 and no adjustments have been made for the current recession.   REPLY This question relates to the route selection report for the Oilgate to Rosslare Roads Scheme.   As Minister for Transport, Tourism & Sport, I have responsibility for overall policy and funding in relation to the national roads programme. The planning, design and implementation of individual road projects is a matter for the National Roads Authority (NRA) under the Roads Acts 1993 to 2007 in conjunction with the local authorities concerned.   Therefore, this not a matter in which I have a role. Rather it is a matter for the NRA and I will ask the NRA to write directly to the Deputy in relation to the route selection report. If he does not receive a reply within 10 days he should contact my office on the matter.   As I have indicated previously to the Deputy the Oilgate to Rosslare scheme is one of a range of projects which have reached the route corridor selection phase but cannot proceed to construction for some time given the current difficult economic environment. When the project can be progressed it will be subject to approval by an Bord Pleanála.
